Council Meeting Highlights for September 22, 2026

Regular Meeting of Council:

4.1      STARS Presentation and Funding Request

Council accepted the STARS presentation and the funding request of $1 per capita annually over the next three years as information.

7.1      Town Crest

Councillor Teri Underhill withdrew her motion to direct administration to bring forward in a Priorities and Initiatives meeting in quarter four, the history of the Town crest and potential pricing to update it to look more modern.

7.2      Road Rehabilitation

Council approved a motion to direct administration to look at budget consideration to rehabilitate the road at 46 Avenue between 67 Street and 65 Street and 65 Street between 46 Avenue and 44 Avenue.

7.3      Tax Penalty Forgiveness Request - Roll #82200 #407598

Council approved a motion to accept as information and take no further action on a tax penalty waiver request for Roll #82200 and #407598.

7.4      Bylaw 13-2026: 2026 Utility Rates

Council passed first, second and third reading of Bylaw 13-2026: Utility Rates. Council also approved a motion to authorize a refund of the $7.85/month recycling fee charged to Town of Ponoka utility accounts from January 1, 2026, until Bylaw 13-2026 - Utility Rates comes into effect.

The new bylaw updates the 2026 utility rates for solid waste within the Town of Ponoka to remove the monthly charge for curbside recycling and the motion approved by Council provides a refund for fees charged that are now covered under the Extended Producer Responsibility (EPR) Program managed by the Alberta Recycling Management Authority.

7.5      Sponsorship Request – Fourth Annual Firefighter Gala

Council approved a platinum sponsorship in the amount of $750 and purchased a table in the amount of $720 for the Fourth Annual Firefighters Gala, which will be held on Saturday, November 28. The funds will come from the Council advertising, promotions and sponsorship budget.

7.6      Sponsorship Request - Ponoka & District Chamber of Commerce Business Awards of Excellence

Council approved a platinum sponsorship in the amount of $2,000 for the 2026 Ponoka & District Chamber of Commerce Business Awards of Excellence (Diamonds and Denim Event) to be funded from the Council advertising, promotions and sponsorship budget.

7.7      CP-37 Safety Policy

Council passed a motion to request administration to return to a future meeting with revisions to the proposed CP-37 Safety Policy.

The proposed CP-37 Safety Policy shifts from a detailed rules-based safety manual to a higher-level governance and compliance policy that aligns directly with current Alberta Occupational Health and Safety legislation.

10       Correspondence Items

Council approved a motion to accept the following correspondence as information:

  • Family and Community Support Services Association of Alberta wrote a letter updating Council on Resolution E1: Investing in Prevention – Strengthening FCSS and Community-Well Being, which is a resolution being brought forward by the City of Red Deer at the upcoming Alberta Municipalities Convention. The letter outlines a proposed amendment to that resolution that FCSSAA will be presenting at the upcoming convention.
  • Mayor Ferguson sent a letter to the Honourable Searle Turton, Alberta Minister of Children and Family Services regarding concerns with a group home in Ponoka.

 

13       Closed Session

Following a closed session discussion, Council passed a motion to approve the Town's Surplus Lands List to reflect the following properties:

  • 5406 55 Street (Lot 3, Block 41, Plan 1544HW) with a sales price of $54,000
  • 5212 53 Avenue (Lot 5, Block B, Plan 6114ET) with a sales price of $70,000
