Council Meeting Highlights for September 9, 2026

Regular Meeting of Council:

6.1      Rescind GOV 001-013 Flag Display Policy

Council approved a motion to rescind GOV 001-013 Flag Display Policy. Council approved a new updated Flag and Lighting Display Policy CP-29 at the May 2026 Council Meeting, which replaced the GOV 001-13 Flag Display Policy.

6.2      Bylaw No. 10-2026 - Repealing of Inactive Bylaws

Council passed the third reading to Bylaw No. 10-2026 - Repealing of Inactive Bylaws. This bylaw is to improve the Town of Ponoka bylaw index by formally repealing bylaws that are inoperative, obsolete, expired, spent or otherwise ineffective, ensuring that the Town's legislative records remain accurate, current and easy to manage.

6.3      CP-28 Commemorative Town Naming & Sponsorship Policy

Council approved CP-28 the Commemorative Town Naming and Sponsorship Policy as presented. Council also rescinded SER 007-012 the Ponoka Facility Sponsorship/Naming Policy. The purpose the Commemorative Town Naming and Sponsorship Policy is to establish a coordinated and consistent naming and sponsorship process and framework for the Town of Ponoka.

7.1      NRDRWSC Replacement of Bylaw 1 with Governance, Operations and Terms of Service Bylaws

Council accepted as information the North Red Deer River Water Services Commission's Briefing Note regarding the replacement of Bylaw 1 with the Governance, Operations and Terms of Service Bylaws.

Council also passed a motion to direct Administration to advise the North Red Deer River Water Services Commission of the Town of Ponoka's endorsement of the proposed Bylaws and Membership Agreement as substantively presented. 

7.2      Proclamation of Mental Illness Awareness Week

Council passed a motion proclaiming October 5 to 11 as Mental Illness Awareness Week for the Town of Ponoka.

The week is a national public education campaign coordinated by the Canadian Alliance on Mental Illness and Mental Health (CAMIMH). It is designed to help Canadians understand the reality of mental illness and to reduce stigma.  

7.3      National Police Federation Call to Action

Council passed a motion to defer the National Police Federation’s Call to Action to the next Council meeting and requested that more information be provided at that time.

7.4      Tax Penalty Forgiveness Request - Roll #409875

Council accepted the tax penalty waiver request for Roll #409875 as information.

7.5      Property Tax Concern – Roll #57800

Council accepted the property tax adjustment request for Roll #57800 as information.

7.6      Tax Penalty Forgiveness Request - Roll #92000

Council accepted the tax penalty forgiveness request for Roll #92000 as information.

10       Correspondence Items

Council accepted the following correspondence as information:

  • Mayor Ferguson sent a letter to the Honourable Sean Fraser, Minister of Justice and Attorney General of Canada, with concerns about the placement of prolific offenders in the Town of Ponoka. Click here to view the letter.
  • Mayor Ferguson sent a letter to the Honourable, Devin Dreeshen, Minister of Transportation and Economic Corridors, asking his Ministry to continue engaging with the Town in further discussions around grant funding for the Wastewater Treatment Plant in Ponoka. Click here to view the letter.
  • Mayor Ferguson sent a letter to the Honourable, Dan Williams, Minister of Municipal Affairs, thanking him for his support in advocating on behalf of the Town of Ponoka in addressing wastewater infrastructure challenges. Click here to view the letter.

Council accepted the information items as presented:

  • North Red Deer Water Services Commission Meeting Minutes: Click here to view the meeting minutes from April and June.
  • 2026 Fall Fest Event Details: With cooler temperatures and possible rain in the forecast for this upcoming event on Friday, September 11, Fall Fest will move indoors to the curling rink at the Ponoka Arena Complex. To learn more about Fall Fest, please click here.
  • Summer Sounds 2026 Program Success and Community Impact: Attracting more than 300 attendees, the Summer Sounds Concert Series was successful in bringing together the community for outdoor entertainment and social connection. To learn more, please click here.

12       Notices of Motion

  • Councillor Underhill submitted a Notice of Motion to request Administration to bring to an upcoming Priorities and Initiatives Committee Meeting a history of the Town of Ponoka crest and potential pricing to update the crest to look more modern.
  • Mayor Ferguson stepped down as chair and submitted a Notice of Motion to request Administration to look at budget considerations to rehabilitate 46 Avenue (between 67 Street and 65 Street) and 65 Street (between 46 Avenue and 44 Avenue) in the Forman Industrial Park.
